A fine-grained personal access token or GitHub App token scoped to the repositories you want covered. Needs Pull requests: read and write, Contents: read and write (for draft releases), and Metadata: read.
Create a personal access token in GitHub (Settings → Developer settings → Personal access tokens) scoped to what the agent needs.

Jira Cloud token · optional
Base64 of 'your-email:your-api-token' — encode it yourself before pasting; the runtime only adds the Basic prefix. Create the token at id.atlassian.com/manage-profile/security/api-tokens. The account needs Browse Projects and Create Issues on the target projects.
